The Government of Nepal’s Department of Civil Personnel Records (Nijamati Kitabkhana) has issued an urgent notice regarding the mandatory submission of property details for the fiscal year 2081/82. All civil servants are required to comply within the stipulated deadline to avoid penalties.
The notice, published on 2081/03/10 B.S., emphasizes the legal requirement under the Corruption Prevention Act, 2059 (Section 50, Subsection 1) and the Civil Service Regulations, 2050 (Rule 118, Subsection 1).
All civil servants must submit their updated property details within 60 days of the end of the current fiscal year (end of Ashadh 2081).
The directive applies to a broad range of government employees, including:
All Civil Servants: Every employee under the civil service.
Officials of Designated Bodies: Officials and employees of bodies specified in the Nepal Gazette (Volume 68, dated Ashadh 20, 2075).
Adjusted Employees: Civil servants who were previously adjusted into federal, provincial, and local levels under the Employee Adjustment Act, 2075.
PSC Appointed Local Level Staff: Employees appointed to local levels based on recommendations from the Public Service Commission (Lok Sewa Aayog) from F.Y. 2075/76 onwards.
Other Adjusted Staff: Employees from other services adjusted to provincial and local levels.
Employees on Leave or Suspension: Staff currently on study leave, extraordinary leave, training, or under suspension are also required to submit their details.
To ensure proper processing, employees must follow these specific instructions:
Fill out the official property details (Sampati Bibaran) form.
Place the form inside a 4×9 inch envelope.
Clearly write the following information on the outside of the envelope:

General Civil Servants & Federally Adjusted Staff: Submit through your respective office to the Department of Civil Personnel Records (Nijamati Kitabkhana).
Provincial & Local Level Staff (Adjusted or Newly Appointed): Submit through your current office to the Office of the Chief Minister of your respective province.
Local Bodies (DCCs, Municipalities) & Provincial Ministries: These offices are responsible for collecting the property details from their staff and submitting them in a sealed envelope to the Office of the Chief Minister and Council of Ministers within 30 days of collection.
As per the notice, employees who fail to submit their property details within the 60-day deadline will be subject to a fine of ten thousand rupees (NPR 10,000) and their records will be noted for non-compliance.
