As per Clause 10(1) of the Civil Service Act, the vacant posts in various service categories will be filled through the following methods:
(a) Gazetted First Class (Rajpatrit Anamik Shrini)
Assistant First Level: 100% through open competition.
(b) Gazetted Second Class (Rajpatrit Chaturtha Shrini)
Assistant Second Level: No specific method mentioned.
(c) Gazetted Third Class (Rajpatrit Tritiya Shrini)
Assistant Third Level:
50% through open competition,
30% through internal competition,
20% through promotion.
(d) Non-Gazetted First Class (Rajpatrit Bintritiya Shrini)
Assistant Fourth Level:
50% through open competition,
30% through internal competition,
20% through promotion.
If a post created under Clause 32 for specific use is not approved by the concerned ministry or central body within two months of implementation, it shall be annulled upon inspection.
As per Clause 43, if a person is promoted to a position not included in the organizational structure (Laras), they must be adjusted or demoted to a suitable position within four years, especially if holding a post higher than the Fourth Level or First Class category.
Temporary or program-based positions will not be considered permanent unless officially approved.
Posts must be created based on approved programs, annual budgets, and human resource needs.
