The Government of Nepal is moving forward with a significant plan to overhaul the country’s public education system, including a comprehensive review of teacher posts (darbandi), re-mapping of schools, and potential school mergers.
In a circular dispatched to all 77 District Education Development and Coordination Units, the Center for Education and Human Resource Development (CEHRD) has formally requested local-level feedback and suggestions to inform these upcoming reforms.
The document, signed by Section Officer Hari Bahadur Shrestha, outlines the government’s multi-pronged approach to address long-standing issues in teacher management and school distribution. The initiative stems from the report submitted by a high-level task force, which was formed in late 2023 (Kartik 2081 BS) to review teacher posts.
According to the circular, the government’s policy and programs for the upcoming fiscal year (2082/83 BS) include several key actions:
Teacher Post Review: A complete reassessment of teacher positions across the country.
School Re-mapping: A new nationwide mapping of schools to assess viability and need.
School Mergers: A policy to merge schools based on the findings of the new mapping.
Teacher Redeployment: A plan to transfer surplus teachers from lower levels to fill vacancies in higher-level schools.
To ensure the reforms are based on ground-level realities, the CEHRD has directed the district units to coordinate with local governments (municipalities and rural municipalities). They are tasked with conducting a “factual data analysis” and collecting necessary opinions and suggestions from stakeholders.
